It is difficult to work with the "black list" legally, since in the case of a court, the guest may be recognized not as a fraudster, but as a debtor. The law does not provide for refusal to provide hotel services on such grounds as being included in the "black list".

Often, in the case of a court, the hotel receives a decision in response, where it is said that the fact that the consumer has previously violated the rules of hotel accommodation does not indicate that they repeat such violations when they subsequently apply to the hotel.

To protect yourself, the hotel should prescribe the rules of accommodation and take the guest's signature at the entrance and exit. You also need to control the number of additional services provided and conduct them only through the sales register. This applies to the mini-bar, buying snacks, paying for transfers, etc.
The hotel, at its sole discretion, may refuse to stay if there are no real opportunities to provide services.

Tourists are required to carefully read the rules of accommodation before settling in. Remember that if you get into the "black list" of one hotel, then soon it may pass information to its colleagues, then the road to many hotels may be closed.
